You’re not even going to use keywords (explained below.) But demographics are highly important. First you select your CPA offer. Next, you go to Quantcast.com. And research what kinds of people will be interested.

So far, you’ve got your CPA offer and your target demographics. Display networks allow you to target demographics with your ads. Using image ads. No keywords required. And you’ll save a fortune. Keyword ads are expensive, but image ads are still cheap.
